This open source application starts "pkcon refresh", usually inside fingerterm (developer mode terminal). If fingerterm isn't found, it tries to do what it's supposed to in the background, showing a bunch of notifications.
Yupp, that's it.
Warning: PackRefresh uses root privileges automatically to save the user from having to type a password.
